Recently, staff from the Shandong Qingdao Inspection and Quarantine Bureau conducted an on-site inspection of a batch of plush toys destined for the United States. During the check, they discovered that the age labels and safety signs on the products were only in Japanese. It turned out that the shipment was originally intended for Japan, but the customer changed the destination to the U.S. after production was completed. However, the company failed to update the labels accordingly, leading to non-compliance with U.S. Consumer Product Safety Commission (CPSC) regulations.
As a result, the Qingdao Bureau instructed the company to replace the labels with ones that meet U.S. standards before the goods could be shipped. This incident highlights the importance of accurate and compliant labeling in international toy exports.
Toy labels are not just simple stickers—they are key components in meeting foreign technical barriers and are essential during product testing. Typically, a toy label includes two parts: a permanent fabric tag sewn into the product and a removable paper label. Different countries have varying requirements regarding the content and format of these labels. For instance, in the U.S., all children's toys sold in the market must clearly display the manufacturer’s name and address, age range, safety warnings, specific toy symbols, and usage instructions—all in legible and durable form.
Failure to comply with these requirements can lead to serious consequences. If the toys are shipped without proper labeling, they may be blocked at the border or refused entry into the U.S. market. In more severe cases, this could result in product recalls, returns, or even legal actions against the exporter.
To avoid such issues, the Qingdao Inspection and Quarantine Bureau has issued a warning to toy exporters.
