Export Brazil toy testing process

The pre-Brazil toy domestic standard is the NM 300, which includes physical, combustion, heavy metal, and battery-driven toy parts, similar to ISO8124 Parts 1, 2, and 3 and EN50088, respectively. In the middle of 2007, some local institutions in Brazil still accepted the test reports of en71 and ASTM as supporting documents for import applications. Due to problems in chemical testing, the Brazilian Customs changed the above practices. The new import quality control rules were implemented in August 2007. All the toys imported into Brazil after this period need to be inspected and authorized by the local customs. The local certification testing organization conducts sampling tests.

The specific process is as follows:

1. The importer submits the proforma invoice and product photos to a certification body accredited by the Brazilian authority Inmetro.

2. The certification body will give the terms and conditions of the contract. According to the official SISCOMEX system of the Brazilian Government's Office of Foreign Trade (SECEX), the above information (invoices, product photos, commission terms and contracts) is a supporting document for applying for temporary import registration.

3. After the imported toy products arrive at the customs, they will be temporarily handed over to the customs for safekeeping. The authorized certification company will sample at the site and then send the samples to a qualified laboratory for testing.

4. According to the NM300 standard, the sampling amount is as follows:

More than 6000 units ———————— 3 samples 6001 to 10000 products —————— 30 samples 10001 or more —————————— 40 samples
5. If the test result is qualified, the certificate of conformity of the batch of imported products will be issued, and the import can use the certificate to apply for the final import certificate.

6. If the test results are unqualified, the batch will be destroyed or returned to the country of production.

*Note Brazil is the only country in the Common Market of South America (including Brazil, Uruguay, Paraguay, Argentina) that requires age markings and warnings on product packaging. Products that do not comply with this regulation cannot be imported into Brazil.
