The prospect of recycling waste tires in China is bright

With the increase of the number of cars in China, the amount of used tires will increase year by year. How to effectively recycle and use our country's used tires is an important issue facing the comprehensive utilization of resources, and it is also an important measure to rationally use resources, protect the environment, and promote the sustainable development of the national economy and society.

The recycling and disposal of used tires called "black pollution" is a worldwide problem. The pressure on our country will also increase. According to incomplete statistics, in 2001, the volume of used tires in China was between 40 million and 50 million. The way to dispose of and use waste tires is to renovate old tires; second, comprehensive utilization of waste tires, including production of rubber powder, reclaimed rubber, etc. There are about 500 old tire retreading companies in China, with more than 4 million old tires being renovated annually; more than 500 reclaimed rubber enterprises with an annual output of 400,000 tons of reclaimed rubber; and nearly 60 companies producing rubber powder with waste tires. The rubber powder is less than 50,000 tons. Can use about 2600-30 million used tires.

The tire retreading output in China is much lower than the world average. The average ratio of new and retreaded tires in the world is 10:1, while that in China is only 26:1. Remanufactured rubber production enterprises that have seriously polluted the environment abroad have already been eliminated. China's reclaimed rubber is still the main deep-processed product for the use of waste tires. Less enterprises are still in the backward state of the workshops with low technological level and heavy secondary pollution; due to various reasons, rubber powder products have not yet formed a certain scale. In terms of macro-control, China currently does not have a set of policies, regulations, and management methods. In particular, it has not yet established an incentive mechanism to encourage recycling, processing, and reuse of used tires. At the same time, the state has invested less in the use of used tires, technological development, innovation, etc.; waste tires use excessive taxation of enterprises, development is difficult, and there is no ability to upgrade technological equipment.

Recently, Vice Premier Li Lanqing of the State Council made important instructions on the "Report on the Relevant Situation and Recommendations for the Recycling and Utilization of Used Tires in China" submitted by the State Economic and Trade Commission. The State Economic and Trade Commission attached great importance to this and repeatedly listened to the reports of the relevant associations and enterprises, convened a symposium attended by relevant units, listened to opinions, and made the following efforts in strengthening the recycling of used tires in China:
First, the “Tenth Five-Year Plan for Recycling and Utilization of Renewable Resources” has been formulated, and the “Administrative Measures for the Recycling and Utilization of Waste Tires” has been listed as one of the key tasks for this year, and a legislative drafting group and an expert committee have been established;
Secondly, in order to tie in with the "Administrative Measures on the Recycling and Utilization of Waste Tires", according to the requirements of the General Administration of Quality Supervision, Inspection and Quarantine, the China Tire Renovation and Utilization Association established the "Committee for the Drafting of Mandatory Safety Standards for Tire Reconditioning and Repair" and set out to develop tire repair and repair. Safety technology standards;
Third, in conjunction with relevant departments to study economic policies to solve the difficulties and problems faced by waste tire recycling and processing enterprises;
Fourth, in-depth business research.
